Virginia’s Total e-Procurement Solution

eVA is a state mandated web-based e-Procurement tool that was designed for, and is used by, all agencies in the Commonwealth of Virginia . It is designed to facilitate, integrate and streamline the entire procurement process by:

• Direct entry of Purchase Orders and Change Orders
• Approval flows
• Punch-Out Catalog orders
• Use of Small Purchase Charge Card (SPCC)
• Integration with the Banner ERP system

Regardless of payment method (check of the SPCC), purchases must follow all UMW policies and procedures to include proper use and documenation of:

the Small Purchase Credit Card
Contracts and,
Small Business Requirements, with very limited exceptions.

EXCEPTIONS TO EVA ENTRY ONLY – SMALL BUSINESS QUOTE STILL REQUIRED

• If the SPCC card is used as an over the counter purchases (OTC), the purchase will not require eVA entry if the order is picked up at the vendor location. However, these purchases still require the small business quote. Note – online purchases are not considered OTC orders and are not exempt from eVA or the small business quote.

EXCEPTIONS TO EVA ENTRY

There are some exceptions to the required use of eVA to purchase goods or services.
These exceptions do not require **eVA entry:

• Advertisements (newspaper, magazine, radio, television)
• Membership dues in professional organizations
• Conference registration fees
• Honoraria
• Entertainment (guest speakers, lecturers, musicians, performing artists)
• Accreditation fees and academic testing services
• Public Utilities
• Revenue contracts such as Food Service operations (Sodexho)
• Government -to-government purchases except those made from mandatory sources
• Individual and Group Travel and Lodging expenses

**If the vendor does not accept the SPCC, the exceptions are entered in Banner as a direct pay,
