Greener Gathering Spaces<\/h1><\/div><\/div><\/div><\/div><\/section>

Greener Gathering Spaces for Campus with Updates for Westmoreland, Mason and Randolph Lawns<\/h2>

Over the next several weeks, UMW Landscape and Grounds will begin improvements to two well-loved outdoor spaces: the lawn in front of Westmoreland Hall and the area between Mason and Randolph Halls, affectionately known as “the Beach.”<\/p>

Both areas require soil removal and remediation. “The Beach” will receive irrigation and new Bermuda sod<\/strong> and will be temporarily closed to pedestrian traffic as the sod takes root. Westmoreland Lawn will be graded and overseeded with Fescue grass seed<\/strong>. Portable irrigation will be used here. Sidewalks around the area remain open and accessible and should be used as the primary paths around the green spaces.<\/p>

The project is scheduled to begin the week of Sept. 21, starting with trenching for the irrigation, followed by soil preparation with compost, and then installation of the sod about a week or two later, depending on the weather. The sod will need approximately six weeks to establish strong roots and knit together before it can accommodate foot traffic.<\/p>

During this project period, short fencing will encircle both green spaces, which will be offline for events for a period of time. Other outdoor spaces such as Alvey Green, Ball Circle and Jefferson Square are open for activities and events this fall, including the UMW Tree Festival during Family Weekend on October 2<\/a>. Join us in the annual celebration of nature, community, and our campus. <\/p>

This grass restoration project is designed to improve the long-term health and durability of these high-traffic areas, making them more sustainable and enjoyable for years to come. We appreciate your patience. <\/p>

Administration staff members process all requests for use of vehicles.<\/p><h3 id=\"h-who-may-reserve-and-drive-pool-vehicles\" class=\"wp-block-heading\">Who May Reserve and Drive Pool Vehicles<\/h3><p class=\"wp-block-paragraph\">All UMW students and staff members are eligible to use pool vehicles. The operator must possess a valid driver’s license. A faculty or staff member MUST accompany any student using the vehicles beyond a 200-mile radius. Trips outside the 200-mile radius require approval by the Office of Student Activities and Engagement. A travel plan, roster of all students traveling (including emergency contact information), and supporting documentation is required in order to travel. This information should be submitted to SAE, with each student filling out the “Student Travel Emergency Contact Form and Conference Waiver.” All overnight trips require approval, with SAE having the right to request a <strong>mandatory <\/strong>chaperone. All student trips without a chaperone should identify a faculty or staff member who will be a point of contact for them during their trip. All UMW students on a trip are expected to abide by the behavior expectations outlined in UMW’s Student Handbook and the Office of Student involvement’s travel policies. The University recommends limited driving from midnight to 5am. Student driving shifts should be no longer than 3.5 hours.<\/p><h3 id=\"h-how-to-reserve-a-pool-van\" class=\"wp-block-heading\">How to Reserve a Pool Van<\/h3><p class=\"wp-block-paragraph\">All vehicles are booked on a first come, first served basis, with a minimum advance notice of five (5) days.<\/p><p class=\"wp-block-paragraph\"><a href=\"https:\/\/adminfinance.umw.edu\/facilities\/requesting-a-state-vehicle\/\">Requesting a State Vehicle<\/a><\/p><p class=\"wp-block-paragraph\">All requested information must be supplied. Omitted information may result in denial or delay of service; fields marked “TBA” or “TBD” will not be accepted. The person reserving a vehicle must give the date and time which he or she intends to use and return the vehicle and must identify the driver of each vehicle. All vehicles are in great demand, so it is important the operator return the vehicle on time.<br>The driver should <strong>perform an inspection of the vehicle upon receipt<\/strong>, listing any defects on the mileage sheet before departure. The mileage sheet is provided in the packet with the key. Prior to returning the vehicle, the driver should repeat the process of inspection, noting any new damage on the mileage sheet. The sponsoring department and driver are responsible for returning the vehicle in the condition in which they received it–in an identical level of cleanliness, free of defects or damage.<\/p><h3 id=\"h-how-to-pick-up-and-return-a-pool-vehicle\" class=\"wp-block-heading\">How to Pick Up and Return a Pool Vehicle<\/h3><p class=\"wp-block-paragraph\">To pick up a UMW vehicle scheduled to depart during the normal business hours of 8 a.m. to 5 p.m., one must report to Facilities Services shortly before departure time, but no later than 4:30 p.m. on the day of departure for vehicles scheduled to depart after business hours and on Friday, Saturday or Sunday. One must report to Facilities Services <strong>no later than 4:30 p.m. Friday<\/strong>. In most cases, drivers will be issued a vehicle packet containing keys and report forms, and they will be instructed to return for the vehicle at the time and\/or date of departure. The vehicle will be located just outside the locked gate at the east end of the Physical Plant.<br>During the normal work hours of 8 a.m. to 5 p.m. (weekdays), the pool vehicle may be returned to the Physical Plant compound. The operator must complete the Vehicle Use Report and return it, with the keys and checkout package, to the front desk. If the operator arrives after normal hours, the pool vehicle must still be returned to the Physical Plant building and the packet must be <strong>dropped into the lock box mounted on the wall at the front door<\/strong>.<\/p><h3 id=\"h-using-a-pool-vehicle\" class=\"wp-block-heading\">Using a Pool Vehicle<\/h3><p class=\"wp-block-paragraph\">The operator of the pool vehicle is not only subject to Virginia traffic laws, but also to UMW rules and regulations. Driving with courtesy and consideration for the public is of the utmost importance.<br>The operator of a pool vehicle must remember that the state pool vehicle attracts attention and may leave favorable or unfavorable impression, depending on the behavior of the driver and passengers. These impressions reflect on UMW and on the state.<br>Vans in the vehicle pool have an occupancy limit of (12) people, (11) plus the driver.<\/p><h3 id=\"h-what-to-do-in-the-event-of-mechanical-trouble\" class=\"wp-block-heading\">What to do in the Event of Mechanical Trouble<\/h3><p class=\"wp-block-paragraph\">All pool vehicles are service and ready to be used as scheduled. However, if the vehicle breaks down and requires assistance, please call the Vehicle Management Control Center (VMCC Program) at 1-866-857-6866. Detailed instruction are located in each vehicle.<\/p><h3 id=\"h-purchase-of-fuel\" class=\"wp-block-heading\">Purchase of Fuel<\/h3><p class=\"wp-block-paragraph\">When a vehicle requires fuel outside of Facilities Services’ normal business hours, gas may be obtained from stations that participate in the Voyager Fuel Card program. A station listing and instructions on how to use the card is located in each vehicle.<\/p><h3 id=\"h-in-the-event-of-an-accident\" class=\"wp-block-heading\">In the Event of an Accident<\/h3><ul class=\"wp-block-list\">\n<li>Call the Police\n<ul class=\"wp-block-list\">\n<li>At UMW main campus, contact the University Police 540-654-1025.<\/li>\n\n\n\n<li>In Virginia, call the State Police.<\/li>\n\n\n\n<li>Outside of Virginia, contact the police in your current jurisdiction.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Additional Reporting\n<ul class=\"wp-block-list\">\n<li>Contact rental car company (if driving a rental car).<\/li>\n\n\n\n<li>Contact University Risk Management 540-654-1018 (after hours contact UMW University Police).<\/li>\n\n\n\n<li>Contact Facilities Operations at 540-654-1047 (if driving a state vehicle).<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>General Information\n<ul class=\"wp-block-list\">\n<li><strong>Do not<\/strong> admit fault.<\/li>\n\n\n\n<li><strong>Do not <\/strong>comment about the accident to anyone but the police and insurance company.<\/li>\n\n\n\n<li>Gather Information:\n<ul class=\"wp-block-list\">\n<li>Driver’s information (name, address, contact number) & number of passengers<\/li>\n\n\n\n<li>Witness information (same as above)<\/li>\n\n\n\n<li>Injured parties’ information (if any, same as above)<\/li>\n\n\n\n<li>Police information (same as above, including badge number)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Gather Evidence\n<ul class=\"wp-block-list\">\n<li>Photographic evidence (use cell phone for pictures)\n<ul class=\"wp-block-list\">\n<li>Property damage<\/li>\n\n\n\n<li>Physical layout of the scene<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>The vehicle is insured by<\/strong>: The Commonwealth of Virginia<\/li>\n<\/ul><h3 id=\"h-emergency-equipment\" class=\"wp-block-heading\">Emergency Equipment<\/h3><p class=\"wp-block-paragraph\">All vehicles ate equipped with a spare tire, flares, fire extinguisher, flashlight, and first aid kit.<\/p><h3 id=\"h-securing-the-vehicle\" class=\"wp-block-heading\">Securing the Vehicle<\/h3><p class=\"wp-block-paragraph\">Vehicles must be locked when unattended and the key should remain with the individual who checked it out. The Voyager card must be secured and remain with the vehicle at all times. If the card is lost or stolen it must be reported immediately to Facilities Operations and the UMW Police Department. Employees in GW Hall should work with their supervisors to determine the best options, which include working remotely or scheduling time in other spaces on campus.<\/p><p class=\"wp-block-paragraph\">Please call or email in advance to schedule any appointments with offices that have relocated from GW Hall through July 10. If you need to access spaces in GW Hall temporarily between June 29 and July 10 to retrieve any items, please contact Senior Director of Capital Outlay <a href=\"mailto:egilliki@umw.edu\">Ed Gillikin<\/a> at 654-1292 to make arrangements in advance. The building may be locked and will be unavailable for offices, meetings spaces, visitors or other uses. Dodd Auditorium is also offline during this two-week period, June 29-July 10.<\/p><p class=\"wp-block-paragraph\">Once the first phase of the roof replacement is complete, GW Hall will reopen Monday, July 13, through later stages of the project, which continues through August 28. Building occupants will be notified of any intermittent closures needed. Part of the GW parking lot may be used for materials storage and roof access, so please be mindful of any temporary changes to parking adjacent to the building. <\/p><p class=\"wp-block-paragraph\">We Renovation at Seacobeck Hall<\/h2><p class=\"wp-block-paragraph\"><strong>The roof work for the Weatherly Wing in Seacobeck Hall has been completed by spring break and the space will reopen for weekend scheduling.<\/strong><\/p><h3 id=\"h-about-the-project\" class=\"wp-block-heading\">About the Project<\/h3><p class=\"wp-block-paragraph\">Beginning the weekend of November 15, a contractor will be on campus to repair the roof above the Weatherly Wing in Seacobeck Hall. This work is limited to one wing of the building and will take place only on weekends and winter break to reduce the disruption to classes and other activities in the building during business hours. Seacobeck Hall is open during this roof renovation project, and the Weatherly Wing is available during the class schedule. Weekend availability will be limited during the roof repairs. <\/p><p class=\"wp-block-paragraph\">The project is expected to take several months through at least February. The nearly 100-year-old structure had been damaged from water intrusion, with major foundation and roof issues that made it too costly to repair. The demolition of Brent House opens the pathway to extend Campus Walk to the new theatre. Following the demolition, the site has been marked off with fencing and erosion control measures until the theatre project construction starts.<\/p><p class=\"wp-block-paragraph\"><strong>On Monday, June 30, the Brent House Parking Lot, Russell and Marshall Lots and the Marshall hill roadway will be closed for the demolition of Brent House.<\/strong> Site preparation activities and fencing begin June 30, and the initial stage will take place in July and August, with the site expanding to Marshall and Russell Halls at a later date in anticipation of theatre construction commencing in 2026. <\/p><p class=\"wp-block-paragraph\">The closure of the Marshall hill and the Marshall and Russell Lots will remain in effect indefinitely to facilitate the future demolition of Marshall and Russell Halls and site preparation for the future theatre construction. Residential student parking is available in the Alvey Deck and adjacent Sunken Road lots, as well as some spaces in the William St. lot at Sunken Road.<\/p><p class=\"wp-block-paragraph\">Parking for faculty and staff will remain available in all other designated faculty and staff lots.<\/p><p class=\"wp-block-paragraph\"><strong>Because of the closure of roadway at the Marshall hill, please be alert for traffic pattern and pedestrian path changes from the Sunken Road entrance at the Marshall\/Russell lots and the Double Drive entrance. Vehicles entering from Double Drive can circle around the Bell Tower or turn at the George Washington lot. <\/strong><\/p><p class=\"wp-block-paragraph\">For a list view of parking locations please see the <a href=\"https:\/\/adminfinance.umw.edu\/parking\/lot-designation\/\" target=\"_blank\" rel=\"noreferrer noopener\">Lot Designation Page<\/a> on the Parking Management website.   <\/p><h2 class=\"wp-block-heading\">Frequently Asked Questions<\/h2><h3 class=\"wp-block-heading\">What demolition and construction will happen at the Brent House site?<\/h3><p class=\"wp-block-paragraph\">Once Brent House has been removed the site will be graded for the upcoming construction on the new theatre. Campus Walk will be extended to the corner of campus, via an accessible and scenic path, which once complete with the theatre construction will be open to the public to enjoy walking through campus. During construction, the area will only be open to construction traffic.<\/p><h3 class=\"wp-block-heading\">How long will the project take?<\/h3><p class=\"wp-block-paragraph\">The initial stage of demolition will take several weeks, with sitework through the semester. Then next phase of the multiyear project begins at Marshall and Russell Halls as those buildings will also be removed.<\/p><p class=\"wp-block-paragraph\">Site preparation activities and fencing begin June 30, and the initial stage will take place in July and August, with the site expanding to Marshall and Russell Halls at a later date in anticipation of theatre construction commencing in 2026. The demolition of Brent House is scheduled to be completed by August 20, 2025. <\/p><h3 class=\"wp-block-heading\">Can I use the Double Drive through the Marshall hill during construction?<\/h3><p class=\"wp-block-paragraph\">No, the road at Marshall hill will be closed to thru traffic as construction starts. The parking lot at Randolph Hall remains open at the start of the project, but may have some impact or delays for construction traffic.<\/p><h3 class=\"wp-block-heading\">Are the Marshall and Russell parking lots open during construction?<\/h3><p class=\"wp-block-paragraph\"><strong>On Monday, June 30, 2025, the Brent House Parking Lot, Russell and Marshall Lots and the Marshall hill roadway will be closed for the demolition of Brent House.<\/strong> <\/p><p class=\"wp-block-paragraph\">The Marshall and Russell parking lots will be closed to faculty, staff, students and the general public for the duration of the construction project, as it will be the primary lot for construction activities. <\/p><p class=\"wp-block-paragraph\">Any special uses of the lots, such as move-in parking, will be announced.<\/p><h3 class=\"wp-block-heading\">How will the project impact traffic?<\/h3><p class=\"wp-block-paragraph\">The corner of campus at William St. and Sunken Road will have some construction traffic as trucks and equipment access the site. Vehicles will be staged in the Marshall and Russell lots, along with the William St. lot, as needed to reduce the time parked on Sunken Road. Both Sunken Road and Marshall hill road at Double Drive will be used as construction access points.<\/p><h3 class=\"wp-block-heading\">What are the construction hours for the new theatre project?<\/h3><p class=\"wp-block-paragraph\">Weekday work will take place during general business hours, with the contractor arriving on site at 7 a.m. and typically wrapping up by 5 p.m. We’ll follow the city noise ordinance and note any special events on campus or in the neighborhoods which may be impacted by particular work, depending on the stage of the project.<\/p><p class=\"wp-block-paragraph\">Noise, dust and disruptions will be mitigated, but should also be expected.<\/p><p class=\"wp-block-paragraph\">For more information on theatre construction, <a href=\"https:\/\/adminfinance.umw.edu\/facilities\/campus-construction\/new-theatre-project\/\">visit the new theatre project page<\/a>. <\/p><h3 class=\"wp-block-heading\">What’s happening with the trees around the construction site for the new theatre?<\/h3><p class=\"wp-block-paragraph\">We are working with the Department of Forestry on tree removal for the site, with regular updates to Tree Fredericksburg. While we will be removing several trees at one time, it will ready the site through grading for the extension of Campus Walk.<\/p><p class=\"wp-block-paragraph\">Several tree species will be saved for reuse. We are working with local vendors on options for using the wood from trees for upcoming projects on campus and in the Fredericksburg region.<\/p><p class=\"wp-block-paragraph\">We also have a full landscaping plan for the new theatre, creating a backdrop for the building and a gathering area at that corner of campus. Additional native trees, shrubs, flowers and grasses will complete the project.<\/p><h3 class=\"wp-block-heading\">What’s in place for stormwater management?<\/h3><p class=\"wp-block-paragraph\">We have erosion and sediment controls to prevent unobstructed flow of waters into the city’s stormwater system, along with measures to capture construction debris on site. We are working closely with the city on details for the project.<\/p><h3 class=\"wp-block-heading\">What’s being saved from Brent House?<\/h3><p class=\"wp-block-paragraph\">UMW’s Department of Historic Preservation has reviewed the property and identified key elements to be preserved by the University. Several elements will be housed in Advancement & Alumni Engagement as part of their collection. A special thanks to our Housekeeping staff for their work throughout the summer to turnover residence rooms for summer events, intern housing and camps.<\/p><p class=\"wp-block-paragraph\">Following the completion of the new waterline between Seacobeck and Woodard Halls this summer, we’ll start a stream restoration project adjacent to the building this fall. The project will stabilize the banks of the stream and prevent water erosion, as well as further preserve the Woodard walkway. Work is currently pending approval as to not conflict with other permitted project activities. Occasional debris removal or deliveries may occur around the work area and across Campus Walk, with minimal disruptions.<\/p><p class=\"wp-block-paragraph\"><strong>Please note that the Fairfax Lot will be closed over winter break so that materials can be moved on site.<\/strong> This lot will remain closed until fall 2026.
