The information below introduces you to&nbsp;the guidelines and considerations prior to project approval.<\/p><h3 class=\"wp-block-heading\" id=\"h-unsure-if-finance-is-a-part-of-your-project\">Unsure if finance is a part of your project?<\/h3><p>Finance will be involved in your project when:<\/p><ul class=\"wp-block-list\">\n<li>Your data will require or contribute to any of the centrally controlled processes outputs<\/li>\n\n\n\n<li>Your project will send or receive data from Banner finance tables<\/li>\n\n\n\n<li>You expect to see output in budget transaction reports<\/li>\n\n\n\n<li>You require finance owned data such as FOAPAL, building codes, fixed assets and the like.<\/li>\n\n\n\n<li>Your process includes cash handling, ecommerce, credit cards, retail store sales, deposits, or other revenue generating events<\/li>\n\n\n\n<li>Proposed software has potential for collection of money<\/li>\n<\/ul><h3 class=\"wp-block-heading\" id=\"h-centrally-controlled-finance-processes-and-procedures\">Centrally Controlled Finance Processes and Procedures<\/h3><p>3rd party systems can offer a variety of business related tools.&nbsp; As you review your departmental needs and new system or function processes; keep in mind that Finance will control any process that impact&nbsp;<a href=\"https:\/\/adminfinance.umw.edu\/finance\/financial-management\/reporting\/\">Financial reporting<\/a>.<\/p><p>The University follows all <a href=\"https:\/\/www.doa.virginia.gov\/\">Department of Accounts<\/a> (DOA) guidelines on the receiving and deposit of revenue, vendor invoicing, student or non-student billing, check issuance and refunds.&nbsp;&nbsp; For state adherence to policy and audit, these processes will remain centrally controlled. You will find it necessary to coordinate department or event activities with this central control in mind.<\/p><p>As Banner finance is the system of record and Cashnet using Smartpay is the proprietary payment processor, all 3<sup>rd<\/sup> party systems exchanging or supporting Banner or supported by Cashnet\/Smartpay must adhere or agree to:<\/p><ul class=\"wp-block-list\">\n<li>daily deposits of gross fees (not withholding money for potential refunds or net of any credit card fees, etc)<\/li>\n\n\n\n<li>passing the credit card processing fees to the customer<\/li>\n\n\n\n<li>pass-thru, but no Gateway payment connections<\/li>\n\n\n\n<li>provide a SOC II or similar security audit report and meet PCI standards<\/li>\n\n\n\n<li>sign the ARMICS certification attestation<\/li>\n\n\n\n<li>no subscription or agreement term contains automatic renewals<\/li>\n\n\n\n<li>no mention of UMW indemnifying\/holding harmless<\/li>\n\n\n\n<li>no governing law\/choice of law outside the Commonwealth of Virginia (needs to state Virginia or be completely silent)<\/li>\n\n\n\n<li>no unilateral modifications to the agreement<\/li>\n\n\n\n<li>agree to UMW&rsquo;s Information Technology Addendum, which adds on additional terms for compliance with the University&rsquo;s IT\/Security policies.<\/li>\n\n\n\n<li>all system scheduled downtime<\/li>\n\n\n\n<li>integration and patch testing requirements<\/li>\n<\/ul><p>Corporate and Foundation Relations is separate and apart from university system operations.&nbsp; Contact <a href=\"http:\/\/advancement.umw.edu\/cfr\/for-the-umw-community\/foundation-giving\/\">Foundation Giving <\/a>for information.<\/p><h3 class=\"wp-block-heading\" id=\"h-information-to-include-on-the-it-project-research-form\">Information to Include on the <a href=\"http:\/\/technology.umw.edu\/project-management-office\/evalform\/\" data-type=\"link\" data-id=\"http:\/\/technology.umw.edu\/project-management-office\/evalform\/\">IT Project Research Form<\/a><\/h3><p>When completing the <em><strong>Other Dept Involvement and System Interfaces<\/strong><\/em>&nbsp;section:<\/p><p>Sharing finance specific project information will assist our understanding of temporary and ongoing processes your project will require.&nbsp; Be as specific as possible to ensure we can obligate appropriate time and resources.<\/p><p>Finance will require all testing in Banner&rsquo;s test environment, ask if your product has this same option.&nbsp; If your product requires Banner data, ask your consultant how the data will be loaded into your test environment &ndash; File upload, API, interface, Banner table validation or manual entry?&nbsp; Data from a 3<sup>rd<\/sup>&nbsp;party vendor is never loaded into the Banner production environment until testing is complete and data is verified for accuracy.<\/p><p>When completing the <em><strong>Deadlines<\/strong><\/em> section:<\/p><p>Include anticipated training dates and time commitment for finance.&nbsp; Inquire if training includes an&nbsp; onsite consultant, phone meetings or group training.<\/p><p>Remember to include Finance in onsite consult product demonstrations and webinars. It is difficult for all parties to gauge Finance involvement without discussion or visualization of your new software processes.<\/p><p>Requirement for Finance data will require Finance approval (even for testing) plus coordination with IT and JAR ticket entry.&nbsp; Plan time to work with Finance for your specific needs.<\/p><p>If your process includes data sharing with ecommerce, your timeline will need to consider the project calendar of our ecommerce vendor.&nbsp; Finance can assist with this coordination.<\/p><p>Please note that your request will require review with Active and On Horizon projects prior to obligation.&nbsp; You are welcome to view our <a href=\"https:\/\/adminfinance.umw.edu\/finance\/master-project-table\/\">Master Project Table <\/a>for a glance at current activity.<\/p><p>&nbsp;<\/p><h3 class=\"wp-block-heading\" id=\"h-project-approval-testing-and-prerequisites\">Project Approval, Testing and Prerequisites<\/h3><p>Approval to participate in your project will the decision of&nbsp; the Assistant Vice President for Finance or her Designee. Finance will&nbsp;test Finance related tasks and reports alongside your training team and will provide feedback regarding requirement such as new procedures, reconciliation (usually daily), and verification of data accuracy.&nbsp; Testing output and prerequisites for deployment will include:<\/p><ul class=\"wp-block-list\">\n<li>Written operational procedures including primary and secondary system users (procedures require Finance approval)<\/li>\n\n\n\n<li>Verification of data consistency across multiple sources<\/li>\n\n\n\n<li>Successful reconciliation process and paperwork as required by Accounting<\/li>\n\n\n\n<li>Verification of posting and various reports<\/li>\n\n\n\n<li>Completion of any finance related training<\/li>\n<\/ul><p>&nbsp;<\/p><h3 class=\"wp-block-heading\" id=\"h-project-deployment-and-close-out\">Project Deployment and Close Out<\/h3><p>Finance approval is required before you can&nbsp;deploy your system or process to the production environment.&nbsp; Thereafter, the&nbsp;department assumes the ongoing responsibility for:<\/p><ul class=\"wp-block-list\">\n<li>Consistent and accurate data, internal system training, and system updates<\/li>\n\n\n\n<li>Coordinating data or system training needs with finance, when required.&nbsp; Requirements are typically due to system upgrades, patches, or new functionalities.<\/li>\n\n\n\n<li>Successful compliance reconciliations and audits as required by Compliance Officer, DOA, or Auditor of Public Accounts<\/li>\n\n\n\n<li>Coordination of department operations with centrally controlled finance process and procedures<\/li>\n\n\n\n<li>Unsuccessful audit or compliance reviews may result in loss of system integration<\/li>\n<\/ul><p>&nbsp;<\/p><p>Ecommerce sites will require completion of a&nbsp;<a href=\"https:\/\/adminfinance.umw.edu\/finance\/cm-partnership-agreement-cmpa\/\">eCommerce Partnership Agreement (ECPA)<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Finance Project PartnershipThe intent of Finance Project Partnership is to:Finance would like to assist with your project planning. Examples of use include workshop registrations, concert tickets, class registrations, and summer camps.<\/p><p>For more information visit the&nbsp;<a href=\"https:\/\/adminfinance.umw.edu\/finance\/financial-management\/commerce-manager\/\">eCommerce<\/a> website.<\/p><p><strong>Compliance<\/strong><\/p><p>University of Mary Washington departments that use eCommerce as a form of payment must remain in compliance with UMW Finance&rsquo;s eCommerce procedures to continue program participation. The purpose of this review is to ensure compliance and educate users as needed.<\/p><p>eCommerce site reconciliations are reviewed by the Assistant Controller for TCSS. Monthly event reconciliation is mandatory for each month the event is active.<\/p><p>eCommerce documentation not submitted to the Assistant Controller by deadline constitutes a <b>&ldquo;<\/b><strong>Third&rdquo; non-compliant<\/strong> finding (see below).<\/p><ul class=\"wp-block-list\">\n<li>Required documentation includes:\n<ul class=\"wp-block-list\">\n<li>eCommerce report details with calculations<\/li>\n\n\n\n<li>Invalid transaction documentation (when relevant)<\/li>\n\n\n\n<li>Appropriate Banner query or report with calculations<\/li>\n\n\n\n<li>Third Party Summary with Calculations (when relevant)<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Reconciliation Checklist signed and completed by the 10th of the month<\/li>\n<\/ul><p>Site managers will be emailed the results of the compliance findings.<\/p><p>In the event that it is determined by that system abuse has occurred, eCommerce Administrators reserve the right to immediately revoke system privileges and deactivate the payment site.<\/p><p><strong>Non-Compliance<br><\/strong>Sites found non-compliant will receive a review report indicating finding and corrective actions.<\/p><p><strong>First non-compliant finding:<\/strong> The reconciler will receive an email from the Assistant Controller for Compliance notifying him\/her of the non-compliant finding along with details regarding the finding.&nbsp; The program manager and TCSS will be copied on the email along with the Associate VP for Finance.&nbsp; The Assistant Controller for Compliance will schedule a repeat compliance review.<\/p><p><strong>Second non-compliant finding:<\/strong> The reconciler will receive an email from the Assistant Controller for Compliance notifying him\/her of the non-compliant finding along with details regarding the finding.&nbsp; The program manager will be copied on the email along with the Associate VP for Finance and TCSS.&nbsp; The reconciler will be required to attend additional Finance and\/or eCommerce training.&nbsp; The Assistant Controller for Compliance will schedule a repeat compliance review.<\/p><p><strong>Third non-compliant finding: <\/strong>The reconciler will receive an email from the Assistant Controller for Compliance notifying him\/her of the non-compliant finding along with details regarding the finding.&nbsp; The Program Manager will be copied on the email along with the Associate VP for Finance &amp;&nbsp; and TCSS.<\/p><p>The Associate VP for Finance will send an email to the program manager. &nbsp;The program manager will be required to assign a new reconciler responsible for eCommerce oversight and reconciliation.<br>New reconcilers must sign the <a href=\"https:\/\/adminfinance.umw.edu\/finance\/cm-partnership-agreement-cmpa\/\">eCommerce Partnership Agreement<\/a>, fulfill any system security requirements, and complete training in the respective systems.<\/p><p>If a new reconciler cannot be assigned, the eCommerce site will likely be terminated. href=\"https:\/\/www.dol.gov\/featured\/overtime\">Department of Labor (DOL)<\/a> released the final rule increasing the salary threshold for federal overtime pay requirements under the Fair Labor Standards Act (FLSA) from $23,660 to $47,476.&nbsp; Effective November 25, 2016, UMW employees making less than $47,476 will be Non-Exempt and paid overtime for hours worked beyond 40 in a work week.&nbsp; A new 80 hour work period goes into effect on November 28th for all Exempt employees.<\/p><p>&nbsp;<\/p><h3 class=\"wp-block-heading\" id=\"h-non-flsa-changes-to-be-covered-in-training-are-outlined-below\"><span style=\"color: #003366;\">Non-FLSA changes to be covered in training are outlined below.<\/span><\/h3><p><strong>Observe
