Who is subject to the July 25, 2026, 3.5% base salary adjustment?<\/strong><\/p><p class=\"wp-block-paragraph\">All <strong>Classified and Administrative &amp; Professional Faculty (A\/P)<\/strong> employees who were employed in salaried positions as of April 25, 2026, and who received a minimum overall rating of &ldquo;Contributor&rdquo; (or equivalent) on their last performance evaluation or more recent interim evaluation are eligible to receive the 3.5% base salary adjustment effective <strong>July 25, 2026<\/strong>. Employees who have not yet received a performance evaluation are assumed to be performing at a satisfactory level unless otherwise documented in a formal Performance Improvement Plan (PIP).<\/p><p class=\"wp-block-paragraph\">All <strong>Wage<\/strong> employees who were employed with UMW as of April 25, 2026, and remain employed on July 25, 2026, will receive the 3.5% pay increase effective <strong>July 27, 2026<\/strong>.<\/p><p class=\"wp-block-paragraph\">All full-time <strong>Teaching Faculty<\/strong> who were employed with UMW as of April 25, 2026, and remain employed on July 25, 2026, will receive the 3.5% pay increase effective <strong>August 16, 2026<\/strong>.<\/p><p class=\"wp-block-paragraph\">Adjunct rate increases will be reflected in their Fall letters.<\/p><p class=\"wp-block-paragraph\"><strong>2. Who is <em>not<\/em> subject to the 3.5% base salary adjustment?<\/strong><\/p><p class=\"wp-block-paragraph\">Employees who received an overall rating of &ldquo;Below Contributor&rdquo; (or equivalent) on their last performance evaluation or more recent interim evaluation; and employees currently on a Performance Improvement Plan are not eligible to receive the 3.5% base pay adjustment on July 25, 2026. Employees hired after April 25 are not eligible for the increase.<\/p><p class=\"wp-block-paragraph\"><strong>3. Why was April 25, 2026, selected as the cutoff employment date for the base salary adjustments?<\/strong><\/p><p class=\"wp-block-paragraph\">The base salary adjustments are performance dependent increases. A three-month period provides a reasonable time for an agency to assess the probationary progress of a new employee, therefore three months employment is required to be eligible for the performance driven increase.<\/p><p class=\"wp-block-paragraph\"><strong>4. Can written notices under the Standards of Conduct policy be used to deny any of the components of the July 25, 2026 salary adjustment?<\/strong><\/p><p class=\"wp-block-paragraph\">No. Written Notices were not included in the eligibility criteria approved by the Governor and General Assembly. For this reason, and because written notices are issued for a wide range of infractions, they should not be used exclusively to deny the increase &ndash; an interim performance evaluation is also needed. If an employee&rsquo;s performance has declined to the extent that it is at the &ldquo;Below Contributor&rdquo; level, the supervisor should conduct an interim performance evaluation and work with HR on a Performance Improvement Plan (Note: as always, a written notice may be considered as documentation of performance during the interim performance evaluation process).<\/p><p class=\"wp-block-paragraph\"><strong>5. How should agencies treat employees whose performance has changed significantly since their last evaluation so that their eligibility for the July 25, 2026 salary increases cannot reasonably be based on that evaluation?<\/strong><\/p><p class=\"wp-block-paragraph\">Agencies are responsible for ensuring that sufficient documentation exists to support satisfactory performance for any employees who receive the increase or unsatisfactory performance for employees who are denied an increase. This documentation could include: interim evaluations; probationary progress review forms; and notice of sub-standard performance forms.<\/p><p class=\"wp-block-paragraph\"><strong>6. Are employees whose positions are funded entirely by federal grants or other special funding sources subject to the July 25, 2026 salary changes?<\/strong><\/p><p class=\"wp-block-paragraph\">Yes. As with other general, performance, role specific, or across-the-board increases that are funded in the state budget, the increases apply to employees whose positions are funded by grants or other special funding sources in addition to those funded by the General Fund.<\/p><p class=\"wp-block-paragraph\"><strong>7. Will the salary adjustments apply to their leave payments or other benefits for employees separating effective July 25, 2026?<\/strong><\/p><p class=\"wp-block-paragraph\">No. The last day worked for an employee separating effective July 25, 2026, is July 24, 2026. Therefore, the employee is not employed on July 25, 2026, and is not eligible for the salary increases.<\/p><h3 id=\"h-effect-on-employees-compensation\" class=\"wp-block-heading\">Effect on Employees&rsquo; Compensation<\/h3><p class=\"wp-block-paragraph\"><strong>8. How will this change affect my &ldquo;take-home pay&rdquo;?<\/strong><\/p><p class=\"wp-block-paragraph\">Each employee&rsquo;s situation is somewhat unique, depending on their salary and the deductions that are taken from their paycheck. The higher annual salary will result in an increase in all payroll tax withholdings and other salary-based withholdings like Optional Life Insurance. Therefore, it is likely that the change in take-home amounts may vary somewhat among employees as a result of payroll deductions. Note: Optional Group Life withholding only changes on January 1 of each year, regardless of salary changes during the year.<\/p><p class=\"wp-block-paragraph\"><strong>9. When will I see the changes in my paycheck?<\/strong><\/p><p class=\"wp-block-paragraph\">For classified and A\/P faculty employees, the July 25, 2026 salary adjustments will appear in the August 14, 2026 paycheck.<\/p><p class=\"wp-block-paragraph\">For wage employees, the July 27, 2026 hourly rate increase will appear in the August 21, 2026 paycheck.<\/p><p class=\"wp-block-paragraph\">For teaching faculty, the salary adjustment will appear in the September 1, 2026 paycheck. Adjuncts will see the salary adjustment in their first Fall paycheck.<\/p><p class=\"wp-block-paragraph\"><strong>10. Can all or part of the July 25, 2026 salary adjustments be deposited into Deferred Compensation?<\/strong><\/p><p class=\"wp-block-paragraph\">Yes. The salary adjustments become part of an employee&rsquo;s new regular salary. As such, all or part of the increase may be deferred, subject to VRS Defined Contribution Plan guidelines and limitations. See <a href=\"https:\/\/dcp.varetire.org\/457\" type=\"link\" id=\"https:\/\/dcp.varetire.org\/457\">plan information<\/a> for instructions. &#8239;<\/p><p class=\"wp-block-paragraph\">What is the process for contributing the salary adjustment to the 457 Deferred Compensation Plan?<\/p><p class=\"wp-block-paragraph\">Employees currently enrolled and new participants may contribute part or all their salary adjustment to the 457 Plan by logging into their account and selecting the new deferral amount or by calling the toll-free Plan Support Line at 1-877-327-5261 on or before July 26, 2026, to be effective August 14.<\/p><p class=\"wp-block-paragraph\">What is the process of contributing the salary adjustment to a 403(b) Pre-tax Annuity Plan?<\/p><p class=\"wp-block-paragraph\">Employees currently enrolled with a tax deferred annuity provider may contribute all or part of their salary adjustment by completing the 403(b) Salary Reduction Agreement (SRA) form on or before July 23, 2026.<\/p><p class=\"wp-block-paragraph\">Participants are responsible for ensuring any additional contribution does not cause their total calendar year 403(b) contributions to exceed IRS limits. The SRA Salary Reduction Agreement form (403(b) SRA Form), found on the UMW Payroll website, must be submitted to Payroll or HR by close of business on July 23, 2026. Employees not currently enrolled in a 403(b) annuity plan may contact Denise Frye, Benefits Manager, in the Human Resources Office to obtain information regarding plan vendors.<\/p><p class=\"wp-block-paragraph\">The <a href=\"https:\/\/adminfinance.umw.edu\/payroll\/files\/2024\/12\/Pre-Tax-Salary-Reduction.pdf\" type=\"link\" id=\"https:\/\/adminfinance.umw.edu\/payroll\/files\/2024\/12\/Pre-Tax-Salary-Reduction.pdf\">SRA Salary Reduction Agreement form<\/a> (403(b) SRA Form), found on the UMW Payroll website, must be submitted to Payroll or HR by close of business on July 23, 2026.<\/p><p class=\"wp-block-paragraph\">Employees not currently enrolled in a 403(b) annuity plan may contact Denise Frye, Benefits Manager, in the Human Resources Office to obtain information regarding plan vendors.<\/p><p class=\"wp-block-paragraph\"><strong>11. How will the July 25, 2026 salary adjustments affect my retirement benefit calculation?<\/strong><\/p><p class=\"wp-block-paragraph\">The salary adjustments will increase employees&rsquo; creditable compensation. Any future salary increases will be applied to this higher salary. Therefore, any months beginning August, 2026, that are included in an employee&rsquo;s Average Final Compensation (AFC) will increase the employee&rsquo;s retirement benefit accordingly.<\/p><p class=\"wp-block-paragraph\"><strong>12. Will the July 25, 2026 salary adjustments affect my other benefits?<\/strong><\/p><p class=\"wp-block-paragraph\">The salary increase amount is subject to payroll deductions for Social Security and Medicare as well as federal and state income taxes. This may result in an increase in an employee&rsquo;s future Social Security entitlement depending on their individual situation. It will also affect the rate used in calculating payments for accrued leave hours and will increase state life insurance benefits which are based on gross salary.<\/p><h3 id=\"h-calculating-the-salary-adjustments\" class=\"wp-block-heading\">Calculating the Salary Adjustments<\/h3><p class=\"wp-block-paragraph\"><strong>13. How will my increase be calculated?<\/strong><\/p><p class=\"wp-block-paragraph\"><strong><em>Full-Time Salaried Employees:<\/em><\/strong> If Cardinal HCM indicates that an employee is employed 100% (40 hours per week for 12 months), the system will calculate the salary increase by multiplying the employee&rsquo;s current annual salary, including cents if applicable, by the appropriate percentage. The resulting salary is rounded to the nearest whole dollar (.50 and above rounds up). <\/p><p class=\"wp-block-paragraph\"><em><strong>Quasi\/PT\/&lt;100% Salaried Employees:<\/strong><\/em> For salaried employees employed at less than 100% and\/or on less than 12 months, the 3.5% salary increase is applied to the employee&rsquo;s current salary, which already reflects the employee&rsquo;s percent of fulltime employment. The resulting salary rate is rounded to the nearest cent, consistent with existing part-time salary calculations.<\/p><p class=\"wp-block-paragraph\"><strong><em>Wage\/Hourly Employees:<\/em><\/strong> For hourly employees, the employee&rsquo;s current hourly rate should be multiplied by the appropriate percentage. The resulting hourly rate should be rounded to the nearest cent (e.g. .495 rounds up to .50; .494 rounds down to .49).<\/p><p class=\"wp-block-paragraph\"><strong>14. Do &ldquo;non-state salary&rdquo; supplements count toward the calculation of the salary adjustments?<\/strong><\/p><p class=\"wp-block-paragraph\">No. The amounts of non-state salary supplements are determined by non-state entities. Therefore, the amounts will not be adjusted automatically.<\/p><p class=\"wp-block-paragraph\"><strong>15. Does Temporary Pay count toward the calculation of the salary adjustments?<\/strong><\/p><p class=\"wp-block-paragraph\">No. Temporary Pay is paid when an agency assigns an employee to perform different key (essential) duties on an interim basis, for critical assignments associated with a special time-limited project, or for employees serving in an acting capacity in a higher-level position. Because these assignments are temporary, the additional pay associated with them is not creditable for retirement purposes. Therefore, these amounts will not be automatically adjusted effective July 25, 2026.<\/p><p class=\"wp-block-paragraph\"><strong>16. What happens to employees on leave? Note: These rules are based on policies that apply to classified employees.<\/strong><\/p><ul class=\"wp-block-list\">\n<li>Otherwise-qualified employees who are on short-term disability or other paid leave will receive the salary adjustments on the respective effective dates.<\/li>\n\n\n\n<li>Employees on long-term disability-working will also have the salary adjustments applied to their current rates of pay. The adjustments do not apply to individuals who are on long-term disability-non-working.<\/li>\n\n\n\n<li>Employees on leave without pay are not eligible for the salary adjustments until they return to work or paid leave.<\/li>\n<\/ul><p class=\"wp-block-paragraph\"><strong>17. What happens to employees working fewer than 12 months annually who are in an off-contract period as of July 25th?<\/strong><\/p><p class=\"wp-block-paragraph\">These employees will not receive their annual increase on July 25, 2026. Their increases will be effective their first day back on-contract.<\/p><p class=\"wp-block-paragraph\"><strong>18. Will&nbsp;the Commonwealth&rsquo;s Classified Salary Structure be adjusted?&nbsp;&nbsp;&nbsp;<\/strong><\/p><p class=\"wp-block-paragraph\">The Department of Human Resource Management shall increase the minimums and maximums of the&nbsp;<a href=\"https:\/\/www.dhrm.virginia.gov\/docs\/default-source\/compensationdocuments\/fy26salarystructure.pdf?sfvrsn=30f5d2b_2\" target=\"_blank\" rel=\"noreferrer noopener\">state classified salary plans<\/a>&nbsp;(Statewide and NOVA) by&nbsp;three&nbsp;and one half&nbsp;percent on&nbsp;July&nbsp;25, 2026.&nbsp;&nbsp;<\/p>\n","protected":false},"excerpt":{"rendered":"<p>UMW July &rsquo;26 Compensation FAQs2026 Compensation Changes Authorized by Chapter 1, 2026 Acts of Assembly, Special Session 1Employee Eligibility1. All UMW Classified, A\/P faculty, full-time teaching faculty, adjunct faculty and wage employees are eligible to receive this pay increase as described below:<\/p><p class=\"wp-block-paragraph\"><strong>Classified Staff<\/strong><\/p><p class=\"wp-block-paragraph\">Classified staff hired on or before April 25, 2026 and remaining employed as of July 25, 2026 will receive a 3.5% base pay increase effective July 25, 2026, provided they received a rating of &ldquo;Contributor&rdquo; or satisfactory on their last performance evaluation or more recent interim evaluation.<\/p><p class=\"wp-block-paragraph\"><strong>A\/P Faculty<\/strong><\/p><p class=\"wp-block-paragraph\">A\/P faculty hired on or before April 25, 2026 and remaining employed as of July 25, 2026 will receive a 3.5% base pay increase effective July 25, 2026, provided they received a rating of &ldquo;Contributor&rdquo; or satisfactory on their last performance evaluation or more recent interim evaluation.<\/p><p class=\"wp-block-paragraph\">Pay increases for both Classified staff and A\/P faculty will appear in paychecks beginning August 14, 2026. Please refer to 2026 UMW Salary Increase FAQs for information about employees working fewer than 12 months annually and are not actively working on July 25.<\/p><p class=\"wp-block-paragraph\"><strong>Full-Time and Adjunct Teaching Faculty<\/strong><\/p><p class=\"wp-block-paragraph\">Full-time and adjunct teaching faculty will receive their increase information in their appointment or reappointment letter.<\/p><p class=\"wp-block-paragraph\"><strong>Wage Staff<\/strong><\/p><p class=\"wp-block-paragraph\">All wage staff hired on or before April 25, 2026 and remaining employed as of July 25, 2026 will receive a 3.5% hourly rate increase effective July 27, 2026. This procedure is designed specifically for resolving matters of alleged discrimination as may be applicable to Titles VI and VII of the Civil Rights Act of 1964, Section 504 of the Rehabilitation Act of 1973, and Title II of the Americans with Disabilities Act of 1990. Complaints of sexual misconduct under Title IX may be addressed by visiting the&nbsp;<a href=\"https:\/\/www.umw.edu\/title-ix\/\">Title IX page<\/a>.<\/p><p class=\"wp-block-paragraph\">Exclusions:<br>Complaints of students concerning Judicial and Honor procedures and violations, student disputes with faculty members over grades or grading policies, and student campus housing policies shall be referred to other established procedures for resolution. These procedures may be found in the current Student Handbook. All UMW classified, A\/P faculty, full-time teaching faculty, and wage employees are eligible to receive this bonus as described below:<\/p><p class=\"wp-block-paragraph\"><strong>Classified Staff<\/strong><\/p><ul class=\"wp-block-list\">\n<li>Classified staff hired on or before February 25, 2026, and remaining employed as of May 25, 2026, will receive a $1,500 bonus effective May 25, 2026, provided they received a rating of &ldquo;Contributor&rdquo; or satisfactory on their last performance evaluation or more recent interim evaluation.<\/li>\n<\/ul><p class=\"wp-block-paragraph\"><strong>A\/P Faculty<\/strong><\/p><ul class=\"wp-block-list\">\n<li>A\/P faculty hired on or before February 25, 2026, and remaining employed as of May 25, 2026, will receive a $1,500 bonus effective May 25, 2026, provided they received a rating of &ldquo;Contributor&rdquo; or satisfactory on their last performance evaluation or more recent interim evaluation.<\/li>\n<\/ul><p class=\"wp-block-paragraph\">Bonuses for both classified staff and A\/P faculty will appear in paychecks beginning&nbsp;<strong>June 16, 2026<\/strong>. (Full-time faculty are considered actively employed through August 15.) Bonuses for teaching faculty will appear in paychecks beginning&nbsp;<strong>June 16, 2026.<\/strong><\/li>\n<\/ul><p class=\"wp-block-paragraph\"><strong>Wage Staff<\/strong><\/p><ul class=\"wp-block-list\">\n<li>All wage staff hired on or before February 25, 2026, and remaining employed as of May 25, 2026, will receive a bonus effective June 1, 2026.&nbsp; Bonuses for wage staff will appear in paychecks beginning&nbsp;<strong>June 26, 2026,&nbsp;<\/strong>and will be based on the total hours worked for the year prior to February 25, 2026.
