Instructions for Using the Parking Portal<\/h2>

<\/p>

To Login:<\/h3>
    \n
  1. The link to the Parking portal called FlexPort<\/a> is in Banner SSB<\/a>. Select the “My Banner Resources” tab and select “Parking Management”.<\/li>\n\n\n\n
  2. In FlexPort, select “Login” or “Manage Account”.<\/li>\n\n\n\n
  3. On the login page, select “Affiliated Login”. <\/li>\n\n\n\n
  4. Enter your UMW NetID and password.<\/li>\n\n\n\n
  5. Now that you are logged in, you can use FlexPort to manage your vehicle information, order permits, and review citations.<\/li>\n<\/ol>

    To manage your vehicle and order a permit:<\/h3>
      \n
    1. To add or review vehicle information to your account, select “Vehicles” in the top left.<\/li>\n\n\n\n
    2. On the “Vehicles” page you can view your existing vehicles, in addition to adding a new vehicle.<\/li>\n\n\n\n
    3. To add a new vehicle to your account, include the license plate (do not include any hyphens), make, style, year, and color of the vehicle.<\/li>\n\n\n\n
    4. If you need to update an existing vehicle contact Parking Management.<\/li>\n\n\n\n
    5. To register your vehicle with a parking permit, once the vehicle is entered, select “Permits” in the top left and then “Get Permits.”<\/li>\n\n\n\n
    6. Be sure to verify that your vehicle and permit eligibility status (i.e. Commuter, Eagle Landing, Faculty Staff, etc.) are correct before completing the checkout process.<\/li>\n<\/ol>

      To Review Citations:<\/h3>
        \n
      1. To review or appeal citations, select “Citations” in the top left or enter the citation details on the front page.<\/li>\n\n\n\n
      2. Click on the citation number to review details. Pease note that citations will show a zero balance in FlexPort because all citation fines are transferred and paid through EaglePAY<\/a> for current students and Cashnet<\/a> for non student citations. You will need to contact Student Accounts or login to EaglePay to review balances.<\/li>\n\n\n\n
      3. To appeal a citation please select the appeal link. Please review the appeals guidelines<\/a> before proceeding. Appeals will no longer be available after 20 calendar days.<\/li>\n<\/ol>

You will apply for this program under <a href=\"https:\/\/adminfinance.umw.edu\/parking\/decals\/students\/parking-exception-request\/\">FRESHMAN EXCEPTION application<\/a>.<\/p><p class=\"wp-block-paragraph\">Select “Long Distance” under “Type of Exception Being Requested.” Application to this program does not guarantee a parking spot. Do not bring a car on campus until you have received prior approval from Parking Management. Each application will be evaluated and a determination will be made by August 12, 2026, and sent to your UMW email, after the initial registration for upper class students has stabilized.<\/p><p class=\"wp-block-paragraph\">Freshmen who meet the requirements will be contacted through UMW email with approval from the Parking Management Office. Do not bring a car on campus until you have heard from us. Those who are approved for the program will need to visit the parking management office, located in Lee Hall office 110 to purchase a decal.<\/p><h3 class=\"wp-block-heading\" id=\"h-student-less-than-300-miles-away\">Student Less than 300 miles away<\/h3><p class=\"wp-block-paragraph\">If your residence is closer than 300 miles from campus and there is need to have a car on campus, students also may apply for this program. The same protocol shall apply with the following exception. If spaces are still available after all students outside of the 300 mile radius from campus are registered, additional spaces will be afforded, giving preference to those the greatest distance from campus. Applicants are reminded of the Fredericksburg’s public transportation service, which is free to UMW students. <\/p><p class=\"wp-block-paragraph\">Each application will be evaluated and a determination will be made by August 12, 2026 (unless otherwise specified). Student requests for accessible parking accommodations should be made to the Office of Disability Resources (ODR). ODR will notify Parking Management of a student’s need for accessible parking and a Freshman Exception Decal will be issued at the cost of $375.00.<\/p><h2 class=\"wp-block-heading\" id=\"h-step-2-visit-the-parking-management-office\">Step 2: Visit the Parking Management Office<\/h2><p class=\"wp-block-paragraph\">Students must upload their vehicle information to the FlexPort parking management system. This includes license plate number and vehicle make, model, year, and color found in Banner SSB.<\/p><p class=\"wp-block-paragraph\"><br>Students should then bring their EagleOne card to the Parking Management office in Lee Hall 110 to complete a Freshman Agreement (provided at the Parking Management Office) Monday through Friday 8:00AM-5:00PM.<\/p><h3 class=\"wp-block-heading\" id=\"h-terms\">Terms<\/h3><p class=\"wp-block-paragraph\">The cost of a freshman exception decal is $375.00. The decal is valid from receipt of decal through July 31, prior to the commencement of the following fall semester. <\/p><p class=\"wp-block-paragraph\">Freshman exception designated spaces are in Eagle Landing Parking Garage, level 5 only. The Cashiers office accepts cash, EagleOne, and checks.<\/p><p class=\"wp-block-paragraph\">For non-students who wish to pay online, you may make an invoice payment through <a href=\"https:\/\/adminfinance.umw.edu\/misc-ar\/non-student-parking-tickets\/\">Cashnet<\/a>.<\/p><p class=\"wp-block-paragraph\">Payments of fines may also be made in person at the Cashier’s Office in Lee Hall or to the following address: <strong>University of Mary Washington, <\/strong><strong>Cashier’s Office, Lee Hall, Room 206<\/strong>, <strong>1301 College Avenue, Lee Hall, Fredericksburg, VA 22401.<\/strong><\/p><h3 class=\"wp-block-heading\" id=\"h-fine-schedule\">Fine Schedule<\/h3><p class=\"wp-block-paragraph\"><strong>FINE DUE DATES:<\/strong>   Citation issued to a student must be appealed online or citation fine must be paid within <strong>twenty (20) calendar days<\/strong> of the date the citation was issued.  Denied citations must be paid within<strong> ten (10) calendar days<\/strong> after date of denial.<\/p><p class=\"wp-block-paragraph\"><strong>PARKING CITATION AND FINE LIABILITY:   <\/strong> Ultimately, the registered owner of a vehicle is responsible for all citations and fines issued to said vehicle whether or not the owner was in fact the driver.  In addition to the registered owner of the vehicle, the holder of a University parking decal\/pass may also be held financially responsible for citations and fines issued to the vehicle for which the decal\/pass is registered.<\/p><figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Failure to Register:<\/strong><span style=\"line-height: 19px;\">No current decal, no current decal on file. Flashing emergency indicators on vehicle does not permit parking in a fire lane.<\/span><\/td><td><strong>$50<\/strong><\/td><\/tr><tr><td><strong>Parking in Accessible Zone:<\/strong><span style=\"line-height: 19px;\">Parking in accessible space without display of a state issued accessible license plate or hang tag, or a UMW temporary accessible hang-tag. Risk possible towing at owner’s expense.<\/span><\/td><td><strong>$100<\/strong><\/td><\/tr><tr><td><strong>Parking Beyond Posted Time Limit:<\/strong><span style=\"line-height: 19px;\">Parking in a reserved space beyond posted time limit. Plus possible towing at owner’s risk and expense.<\/span><\/td><td><strong>$25<\/strong><\/td><\/tr><tr><td><strong>Inclement Weather Parking Ban:<\/strong><span style=\"line-height: 19px;\">Parking in violation of inclement weather parking ban. Plus cost of towing at owner’s risk and expense.<\/span><\/td><td><strong>$25<\/strong><\/td><\/tr><tr><td><strong>Not in Correct Decal Area:<\/strong><span style=\"line-height: 19px;\">Parking in a zone for which decal\/pass is not valid. Examples may include:Parking in 15 minute residence hall loading zones longer than 15 minutes.<\/span>Parking over the lines, exceeding parameter of designated space, on grass. permanent use with ‘reserved’ sign\n<ul class=\"wp-block-list\">\n<li>Parking Management will review the request against current area usage requirements, and request input from other departments as required regarding safety and compliance.<\/li>\n\n\n\n<li>Once the request has been received by Parking Management, it will be submitted to the respective department VP for further
