Students are required to park in designated campus lots consistent with their decal status. Vehicles parked in areas not designated for their decal type are subject to citation by the University.<\/p><p class=\"wp-block-paragraph\">Section I: Decal Types and parking locations<\/p><ul class=\"wp-block-list\">\n<li>Parking areas designated for Yellow UMW decals are the Alvey Green lot, the Randolph lot unless otherwise marked, and William Street lot. Additional permitted parking is listed in Section II.<\/li>\n\n\n\n<li>Parking areas designated for Red UMW decals is the William Street parking lot and the University&rsquo;s side only of College Avenue from the intersection at William St. to Route 1. Additional permitted parking is listed in Section II.<\/li>\n\n\n\n<li>Parking areas designated for Black UMW decals are the William Street Apartments lot and the William St. parking lot. Additional permitted parking is listed in Section II. (Park in UMW designated spaces only. All vehicles parked off UMW enforced property are subject to the rules and regulations of that property owner.)<\/li>\n\n\n\n<li>Parking areas designated for Green UMW decals are parking in the 3rd, 4th and 5th levels of the Eagle Landing Parking Deck behind the 2nd roll up gate and on the North side of the Eagle Landing Residence Hall as marked.  Parking spaces around the Parking Deck and Eagle Village retail spaces are prohibited.  Additional permitted parking is listed in Section II.<\/li>\n\n\n\n<li>Gray UMW decals are ONLY allowed to park in their designated lot, as per their parking agreement with UMW Parking Management.<\/li>\n<\/ul><p class=\"wp-block-paragraph\">Section II: Additional Parking for Green, Red, Yellow, and Black decals is listed below.<\/p><ul class=\"wp-block-list\">\n<li>Levels 1,2, and 3 of the Alvey Parking Deck (lower levels)<\/li>\n\n\n\n<li>Level 4 of the Alvey Parking Deck is divided into 3 sections (visitor, Faculty and Staff, and Student Parking). It is the vehicle owner&rsquo;s responsibility to know which location is designated for their permit type. Please visit the <a href=\"https:\/\/adminfinance.umw.edu\/parking\/general-information\/lot-designation\/\" type=\"link\" id=\"https:\/\/adminfinance.umw.edu\/parking\/general-information\/lot-designation\/\">lot designation page<\/a> on our website for parking sections.<\/li>\n\n\n\n<li>Lots 11 &amp; 13 Sunken Road unless marked with signage or striping.<\/li>\n\n\n\n<li>Lot 35 Pizza Hut (Park in UMW designated spaces only. All vehicles parked off UMW enforced property are subject to the rules and regulations of that property owner).<\/li>\n\n\n\n<li>Lot 33 Battleground in front of soccer field next to Hanover Street<\/li>\n<\/ul><h2 id=\"h-parking-off-campus\" class=\"wp-block-heading\">Parking Off Campus<\/h2><p class=\"wp-block-paragraph\">Student vehicles parked on city streets are subject to citation by the City of Fredericksburg. Note: even though a student may live within walking distance of campus the student still needs a parking decal to park their vehicle on campus for ANY amount of time.<\/p><h2 id=\"h-common-parking-violations-to-avoid\" class=\"wp-block-heading\">Common Parking Violations to Avoid<\/h2><ul class=\"wp-block-list\">\n<li>Having a vehicle on campus without a valid UMW decal or Temporary Parking Permit, no matter how briefly or why your car was on campus.<\/li>\n\n\n\n<li>Parking in Faculty\/Staff lots. The following lots are designated for Faculty\/Staff and are not to be used by students unless they receive a temporary permit from Parking Management:\n<ul class=\"wp-block-list\">\n<li>Lot #1 Inbound &amp; Outbound Double Drive <\/li>\n\n\n\n<li>Lot #2 GW and Westmoreland Hall<\/li>\n\n\n\n<li>Lot #4 Seacobeck Hall and Ridderhoff-Martin Gallery <\/li>\n\n\n\n<li>Lot #5 Simpson Library<\/li>\n\n\n\n<li>Lot #7 Anderson Center <\/li>\n\n\n\n<li>Lot #15 Monroe North <\/li>\n\n\n\n<li>Lot #16 Monroe South <\/li>\n\n\n\n<li>Lot #20 Marye House<\/li>\n\n\n\n<li>Lot #26 Jefferson, Framar, &amp; South <\/li>\n\n\n\n<li>Lot #27 Jefferson Square<\/li>\n\n\n\n<li>Lot #34 Physical Plant, areas designated for Faculty and Staff<\/li>\n\n\n\n<li>Lot #19 Fairfax (located off of College Avenue, between GW and the CRUC)<\/li>\n\n\n\n<li>With the exception of those listed above, and when otherwise reserved, students may park in all other Faculty\/Staff lots after 7:00PM Monday-Thursday and 5:00PM on Fridays. Students must move their vehicle by 7:00AM the following day. Vehicles not removed by 7:00AM will receive a citation.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Parking in Fire Lanes, walkways, lanes reserved by yellow curbs, reserved spaces, or in the roadway.<\/li>\n\n\n\n<li>Parking in ADA Accessible parking spaces without a DMV issued placard or hang tag<\/li>\n\n\n\n<li>Parking in &ldquo;Visitor&rdquo; Parking any time on any day. (Inbound Double Drive and Level 4 of Parking deck, or any other &ldquo;Visitor&rdquo; space on campus).<\/li>\n\n\n\n<li>Parking in Reserved Parking any time on any day. (Reserved parking includes temporary and permanent reservations).<\/li>\n\n\n\n<li>Parking in a lot designated for other decals.<\/li>\n\n\n\n<li>Parking in &ldquo;Customer Parking&rdquo; at Eagle Village.<\/li>\n\n\n\n<li>Parked illegally with hazard lights on. Flashing lights or parking for only a short duration do not permit parking in a restricted area and do not mitigate a parking violation.<\/li>\n\n\n\n<li>Parking in a 15 or 30-minute space for longer than designated time.<\/li>\n\n\n\n<li>Parking on grass, sidewalk or unmarked areas.<\/li>\n<\/ul><h2 id=\"h-appeals\" class=\"wp-block-heading\">Appeals<\/h2><p class=\"wp-block-paragraph\">All students wishing to appeal a citation must do so online through the Parking Portal in Banner SSB (Self-Service Banner). All citations have a deadline of twenty (20) days from the date of issuance to be appealed.<\/p><p class=\"wp-block-paragraph\">An appeal is based on extenuating circumstances and should not be filed if an individual has clearly failed to observe the University parking policy and regulations.<\/p><h2 id=\"h-student-code-of-conduct-on-motor-vehicles\" class=\"wp-block-heading\">Student Code of Conduct on Motor Vehicles<\/h2><p class=\"wp-block-paragraph\">Student should be familiar with the <a href=\"https:\/\/students.umw.edu\/studentconduct\/policies-and-conduct-expectations\/code-of-conduct\/\" type=\"link\" id=\"https:\/\/students.umw.edu\/studentconduct\/policies-and-conduct-expectations\/code-of-conduct\/\">Student Code of Conduct<\/a> as it applies to Motor Vehicles:<\/p><p class=\"wp-block-paragraph\">Violations of the code include, but are not limited to:<\/p><ul class=\"wp-block-list\">\n<li>Bringing a vehicle to campus without authorization (First-year residential students are not permitted to bring cars to campus)&#8239;&nbsp;<\/li>\n\n\n\n<li>Failing to register a vehicle with Parking Management&#8239;<\/li>\n\n\n\n<li>Transferring a university-issued parking decal without authorization&#8239;<\/li>\n\n\n\n<li>Other violations of Parking Management rules and regulations&nbsp;<\/li>\n<\/ul><h2 id=\"h-additional-information\" class=\"wp-block-heading\">Additional Information<\/h2><p class=\"wp-block-paragraph\">Additional information can be requested by visiting the Parking Management Office at 110 Lee Hall, calling 540-654-1129, or <a href=\"mailto:parking@umw.edu\">emailing Parking Management<\/a>.<\/p><p class=\"wp-block-paragraph\">Last review 7\/21\/2026<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Parking On CampusAll UMW students bringing a vehicle to campus must register their vehicle and display a valid UMW decal. Select the &ldquo;My Banner Resources&rdquo; tab and select &ldquo;Parking Management&rdquo;.<\/li>\n\n\n\n<li>In FlexPort, select &ldquo;Login&rdquo; or &ldquo;Manage Account&rdquo;.<\/li>\n\n\n\n<li>On the login page, select &ldquo;Affiliated Login&rdquo;.&nbsp;<\/li>\n\n\n\n<li>Enter your UMW NetID and password.<\/li>\n\n\n\n<li>Now that you are logged in, you can use FlexPort to manage your vehicle information, order permits, and review citations.<\/li>\n<\/ol><h3 id=\"h-to-manage-your-vehicle-and-order-a-permit\" class=\"wp-block-heading\">To manage your vehicle and order a permit:<\/h3><ol class=\"wp-block-list\">\n<li>To add or review vehicle information to your account, select &ldquo;Vehicles&rdquo; in the top left.<\/li>\n\n\n\n<li>On the &ldquo;Vehicles&rdquo; page you can view your existing vehicles, in addition to adding a new vehicle.<\/li>\n\n\n\n<li>To add a new vehicle to your account, include the license plate (do not include any hyphens), make, style, year, and color of the vehicle.<\/li>\n\n\n\n<li>If you need to update an existing vehicle contact Parking Management.<\/li>\n\n\n\n<li>To register your vehicle with a parking permit, once the vehicle is entered, select &ldquo;Permits&rdquo; in the top left and then &ldquo;Get Permits.&rdquo;<\/li>\n\n\n\n<li>Be sure to verify that your vehicle and permit eligibility status (i.e. Commuter, Eagle Landing, Faculty Staff, etc.) are correct before completing the checkout process.<\/li>\n<\/ol><h3 id=\"h-to-review-citations\" class=\"wp-block-heading\">To Review Citations:<\/h3><ol class=\"wp-block-list\">\n<li>To review or appeal citations, select &ldquo;Citations&rdquo; in the top left or enter the citation details on the front page.<\/li>\n\n\n\n<li>Click on the citation number to review details.  Pease note that citations will show a zero balance in FlexPort because all citation fines are transferred and paid through <a href=\"https:\/\/adminfinance.umw.edu\/studentaccounts\/eaglepay\/\">EaglePAY<\/a> for current students and <a href=\"https:\/\/adminfinance.umw.edu\/misc-ar\/non-student-parking-tickets\/\">Cashnet<\/a> for non student citations.  You will need to contact Student Accounts or login to EaglePay to review balances.<\/li>\n\n\n\n<li>To appeal a citation please select the appeal link.  Please review the <a href=\"https:\/\/adminfinance.umw.edu\/parking\/tickets-and-appeals\/appeal-a-umw-ticket\/\">appeals guidelines<\/a> before proceeding. You will apply for this program under <a href=\"https:\/\/adminfinance.umw.edu\/parking\/decals\/students\/parking-exception-request\/\">FRESHMAN EXCEPTION application<\/a>.<\/p><p class=\"wp-block-paragraph\">Select &ldquo;Long Distance&rdquo; under &ldquo;Type of Exception Being Requested.&rdquo; Application to this program does not guarantee a parking spot. Do not bring a car on campus until you have received prior approval from Parking Management. Each application will be evaluated and a determination will be made by August 12, 2026, and sent to your UMW email, after the initial registration for upper class students has stabilized.<\/p><p class=\"wp-block-paragraph\">Freshmen who meet the requirements will be contacted through UMW email with approval from the Parking Management Office. Do not bring a car on campus until you have heard from us. Those who are approved for the program will need to visit the parking management office, located in Lee Hall office 110 to purchase a decal.<\/p><h3 class=\"wp-block-heading\" id=\"h-student-less-than-300-miles-away\">Student Less than 300 miles away<\/h3><p class=\"wp-block-paragraph\">If your residence is closer than 300 miles from campus and there is need to have a car on campus, students also may apply for this program. The same protocol shall apply with the following exception. If spaces are still available after all students outside of the 300 mile radius from campus are registered, additional spaces will be afforded, giving preference to those the greatest distance from campus.  Applicants are reminded of the Fredericksburg&rsquo;s public transportation service, which is free to UMW students. <\/p><p class=\"wp-block-paragraph\">Each application will be evaluated and a determination will be made by August 12, 2026 (unless otherwise specified). Student requests for accessible parking accommodations should be made to the Office of Disability Resources (ODR). ODR will notify Parking Management of a student&rsquo;s need for accessible parking and a Freshman Exception Decal will be issued at the cost of $375.00.<\/p><h2 class=\"wp-block-heading\" id=\"h-step-2-visit-the-parking-management-office\">Step 2: Visit the Parking Management Office<\/h2><p class=\"wp-block-paragraph\">Students must upload their vehicle information to the FlexPort parking management system. This includes license plate number and vehicle make, model, year, and color found in Banner SSB.<\/p><p class=\"wp-block-paragraph\"><br>Students should then bring their EagleOne card to the Parking Management office in Lee Hall 110 to complete a Freshman Agreement (provided at the Parking Management Office) Monday through Friday 8:00AM-5:00PM.<\/p><h3 class=\"wp-block-heading\" id=\"h-terms\">Terms<\/h3><p class=\"wp-block-paragraph\">The cost of a freshman exception decal is $375.00. The decal is valid from receipt of decal through July 31, prior to the commencement of the following fall semester. <\/p><p class=\"wp-block-paragraph\">Freshman exception designated spaces are in Eagle Landing Parking Garage, level 5 only.
