Parking On Campus

All UMW students bringing a vehicle to campus must register their vehicle and display a valid UMW decal. Students are required to park in designated campus lots consistent with their decal status. Vehicles parked in areas not designated for their decal type are subject to citation by the University.

Section I: Decal Types and parking locations

  • Parking areas designated for Yellow UMW decals are the Alvey Green lot, the Randolph lot unless otherwise marked, and William Street lot. Additional permitted parking is listed in Section II.
  • Parking areas designated for Red UMW decals is the William Street parking lot and the University’s side only of College Avenue from the intersection at William St. to Route 1. Additional permitted parking is listed in Section II.
  • Parking areas designated for Black UMW decals are the William Street Apartments lot and the William St. parking lot. Additional permitted parking is listed in Section II. (Park in UMW designated spaces only. All vehicles parked off UMW enforced property are subject to the rules and regulations of that property owner.)
  • Parking areas designated for Green UMW decals are parking in the 3rd, 4th and 5th levels of the Eagle Landing Parking Deck behind the 2nd roll up gate and on the North side of the Eagle Landing Residence Hall as marked. Parking spaces around the Parking Deck and Eagle Village retail spaces are prohibited. Additional permitted parking is listed in Section II.
  • Gray UMW decals are ONLY allowed to park in their designated lot, as per their parking agreement with UMW Parking Management.

Section II: Additional Parking for Green, Red, Yellow, and Black decals is listed below.

  • Levels 1,2, and 3 of the Alvey Parking Deck (lower levels)
  • Level 4 of the Alvey Parking Deck is divided into 3 sections (visitor, Faculty and Staff, and Student Parking). It is the vehicle owner’s responsibility to know which location is designated for their permit type. Please visit the lot designation page on our website for parking sections.
  • Lots 11 & 13 Sunken Road unless marked with signage or striping.
  • Lot 35 Pizza Hut (Park in UMW designated spaces only. All vehicles parked off UMW enforced property are subject to the rules and regulations of that property owner).
  • Lot 33 Battleground in front of soccer field next to Hanover Street

Parking Off Campus

Student vehicles parked on city streets are subject to citation by the City of Fredericksburg. Note: even though a student may live within walking distance of campus the student still needs a parking decal to park their vehicle on campus for ANY amount of time.

Common Parking Violations to Avoid

  • Having a vehicle on campus without a valid UMW decal or Temporary Parking Permit, no matter how briefly or why your car was on campus.
  • Parking in Faculty/Staff lots. The following lots are designated for Faculty/Staff and are not to be used by students unless they receive a temporary permit from Parking Management:
    • Lot #1 Inbound & Outbound Double Drive
    • Lot #2 GW and Westmoreland Hall
    • Lot #4 Seacobeck Hall and Ridderhoff-Martin Gallery
    • Lot #5 Simpson Library
    • Lot #7 Anderson Center
    • Lot #15 Monroe North
    • Lot #16 Monroe South
    • Lot #20 Marye House
    • Lot #26 Jefferson, Framar, & South
    • Lot #27 Jefferson Square
    • Lot #34 Physical Plant, areas designated for Faculty and Staff
    • Lot #19 Fairfax (located off of College Avenue, between GW and the CRUC)
    • With the exception of those listed above, and when otherwise reserved, students may park in all other Faculty/Staff lots after 7:00PM Monday-Thursday and 5:00PM on Fridays. Students must move their vehicle by 7:00AM the following day. Vehicles not removed by 7:00AM will receive a citation.
  • Parking in Fire Lanes, walkways, lanes reserved by yellow curbs, reserved spaces, or in the roadway.
  • Parking in ADA Accessible parking spaces without a DMV issued placard or hang tag
  • Parking in “Visitor” Parking any time on any day. (Inbound Double Drive and Level 4 of Parking deck, or any other “Visitor” space on campus).
  • Parking in Reserved Parking any time on any day. (Reserved parking includes temporary and permanent reservations).
  • Parking in a lot designated for other decals.
  • Parking in “Customer Parking” at Eagle Village.
  • Parked illegally with hazard lights on. Flashing lights or parking for only a short duration do not permit parking in a restricted area and do not mitigate a parking violation.
  • Parking in a 15 or 30-minute space for longer than designated time.
  • Parking on grass, sidewalk or unmarked areas.

Appeals

All students wishing to appeal a citation must do so online through the Parking Portal in Banner SSB (Self-Service Banner). All citations have a deadline of twenty (20) days from the date of issuance to be appealed.

An appeal is based on extenuating circumstances and should not be filed if an individual has clearly failed to observe the University parking policy and regulations.

Student Code of Conduct on Motor Vehicles

Student should be familiar with the Student Code of Conduct as it applies to Motor Vehicles:

Violations of the code include, but are not limited to:

  • Bringing a vehicle to campus without authorization (First-year residential students are not permitted to bring cars to campus)  
  • Failing to register a vehicle with Parking Management 
  • Transferring a university-issued parking decal without authorization 
  • Other violations of Parking Management rules and regulations
