As part of continuing efforts to streamline the State’s procurement and payment processes, the Commonwealth of Virginia has established a contract with Bank of America Visa to provide its purchasing card program to state agencies and institutions. The Commonwealth of Virginia prefers the use of the Small Purchase Charge Card (SPCC) when making purchases under $10,000 from vendors that accept the card.

Depending on your SPCC cardholder and approver needs, please submit the appropriate form(s) below to the SPCC Program Administrator – Eagle Village, Suite 480.

The SPCC may not be used to pay for the following:
- Hotel Expenses (regardless of funding source)
- Car Rentals (regardless of funding source)
- Meal Expenses
- Any expense using FUND 1117 (ETF)
- Any non-state fund expense (expense charged to FUNDS 152x, 1556, 3556, or any FUND that starts with an “8” (8xxx), except 8910 & 8911)
PIN: Global Card Access
After the SPCC is received, ensure that you register the PIN using the Global Card Access Instructions. You will also have the option to set up alerts on your SPCC activity to assist in guarding against fraud.
